The South Fulton CTP of Fulton County seeks to define jurisdiction-wide goals and priorities for south Fulton County, including unincorporated south Fulton and the municipalities of Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Palmetto and Union City.


The South Fulton Comprehensive Transportation Plan (CTP) will develop a program of goals, objectives, and strategies aimed at evaluating, coordinating, and making the necessary recommendations into the regional transportation planning process..  A key outcome is identifying or reconfirming local community visions and priorities by assessing existing and future needs of South Fulton and the cities.  

Study Process


The study process consists of a series of tasks to develop a CTP for entire South Fulton, including the municipalities.  These tasks include:



Develop Vision, Goals, and Objectives

This task will develop a vision that will reflect the transportation needs and desires for the County and the municipalities.  This task includes coordination with Fulton County, Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Palmetto and Union City.  The vision will also include goals and objectives to determine how well projects and programs developed meet the goals.   


Existing Conditions Analysis

This task includes an inventory of existing conditions of the transportation network, including a look at streets, roads, and highways, bridges, truck and freight corridors, bicycle and pedestrian facilitates, public transportation, land use, transportation demand management policies and programs, population, housing, and employment, to name a few.  


Assessment of Current and Future Needs

This task includes determining whether the future needs of south Fulton County can be met with the existing facilities and services and whether improvements and policies will be needed to meet the needs anticipated because of population and economic growth, physical and budgetary constraints.   


Recommendations

This task identifies recommendations and investment strategies that meet the vision, goals, and objectives identified earlier.  Recommendations will be prioritized and a cost-benefit analysis will be performed.  A five year action plan for transportation and land use recommendations will be developed.


Final Documentation

Information collected and developed as part of the other tasks will be compiled into a final document.  The final document will include the Community Participation Plan, Inventory and Needs Assessment, and Five-Year Project Action Plan.

Study Area


The area of study for the plan development includes but is not limited to the southern portion of Fulton County including the municipalities of Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Palmetto and Union City.  


Additionally, the study area will encompass an area three to five miles outside the boundary into adjacent counties to promote coordinated long-range transportation planning efforts.



Stakeholder Involvement


Stakeholder involvement is an integral component of CTP process and will occur throughout all phases of the study process.  Generating public awareness and ultimately public acceptance is a critical success factor.  Several outreach techniques will be employed to achieve this goal including but not limited to public open house meetings, newspaper advertising, web site, social media, direct mail and e-mail, and attendance at community events.  


Emphasis will be placed on engaging the area's low income and ethnic communities to insure participation is received from the broader community.

The CTP will assist south Fulton communities in defining jurisdiction-wide goals and priorities, assessing current and future mobility needs and developing transportation planning strategies to:
